What is We The Change Makers?

We The Change Makers (WTCM) is India's first structured youth-led ward stewardship programme, founded by C. Sekhar, CEO of AAKRI. The organisation empowers young Indians aged 15–21 to take active, accountable leadership roles within their own communities — transforming every ward across India into a cleaner, greener, healthier, and more civically engaged space.

WTCM operates on the principle that sustainable community development cannot be driven by government alone — it requires trained, motivated, and digitally enabled young citizens acting as stewards of their own localities.

Eligibility

Who Can Apply?

Any student or young volunteer who meets ALL of the following criteria:

  • Age between 15 and 21 years (as of date of application)
  • Currently enrolled in school (Class 9 and above), college, diploma, or ITI — OR a young person not currently in formal education but committed to community service
  • Resident of the ward they wish to serve as steward
  • Basic digital literacy — ability to use a smartphone and WhatsApp/basic apps
  • Holds or has access to a bank account (own or parent/guardian) for honorarium receipt
  • Genuine passion for community service and civic improvement

6-Step Application Process

Personal Information
Applicant fills full name, date of birth, gender, mobile, WhatsApp, email, full residential address, ward name, city, district, state, and PIN code via the online application form or paper form.
Required documents at this stage: None. Information only.

Academic Details
Applicant provides educational status, institution name, class/year/semester, subjects/stream, languages known, digital literacy level (Basic / Intermediate / Advanced), and any prior community/volunteer experience (NCC, NSS, SPC, etc.).

Community Profile
Applicant describes their motivation for applying, identifies the top 3 community issues in their ward, selects their preferred impact domains (up to 3), states weekly time availability, confirms smartphone access, and states how they heard about WTCM.

Bank Account Details
Applicant submits: Account Holder Name, Account Number (entered twice to confirm), IFSC Code, Bank Name, Branch Name, Account Type (Savings / Current / Jan Dhan), and optional UPI ID. If under 18 or using a parent's account, a consent letter is required. Bank account verification via ₹1 micro-credit is initiated at this step (see Section 03).

Document Upload
Required: (a) Recent passport-size photo, (b) Age proof — Aadhaar / Birth Certificate / School ID, (c) Address proof — Aadhaar / Ration Card / Utility Bill, (d) School or College ID / Bonafide Certificate, (e) Bank passbook front page showing name, account number, and IFSC. Optional: Parent/guardian consent letter if applicable.
All files: JPG, PNG, or PDF. Maximum 5MB per document.

Declaration & Submission
Applicant reads and signs the WTCM Declaration — confirming accuracy of all information, consenting to bank verification, committing to steward duties, and authorising use of name and photo for programme documentation. Digital signature (full name typed) and date are recorded. System generates a unique Application Reference Number (e.g. WTCM-2025-10234).

Admin Review Process (Post-Submission)

Application lands in Admin Dashboard under "Applications — Pending Review". Admin (single manager) receives notification.

Document Verification
Admin reviews all uploaded documents for completeness, authenticity, and age eligibility. Incomplete applications are flagged and the applicant is notified via SMS/email to re-submit missing documents within 7 days.

Bank Verification
Admin initiates ₹1 micro-credit from WTCM bank account to applicant's stated account. Full process detailed in Section 03.

Approval & Onboarding
Once documents are verified and bank account confirmed, application is approved. Applicant receives: Welcome SMS + Email with login credentials, Digital Ward Steward ID Card, Ward assignment, Foundation Training module access, and Purple Cap designation.

Financial Process

Why the ₹1 Verification System?

To ensure honorarium payments reach the correct beneficiary and no funds are lost to incorrect bank details, WTCM uses a ₹1 Micro-Credit Verification process. This is a one-time check per volunteer. The ₹1 is credited to the stated bank account — if it goes through successfully, the account is active, the details are correct, and the volunteer is cleared for monthly honorarium payments.

This approach eliminates: failed bulk transfers, wrong account credits, duplicate account issues, and fraud risk. It is modelled on the NPCI / government DBT (Direct Benefit Transfer) pre-verification methodology.

Step-by-Step ₹1 Verification Workflow

Volunteer Submits Bank Details
During Step 4 of the application form, the volunteer submits: Account Holder Name, Account Number (confirmed twice), IFSC Code, Bank Name, Branch, Account Type, and optional UPI ID. Bank passbook front page is uploaded as documentary evidence.

Admin Initiates ₹1 Transfer
Admin opens the "Bank Verification" queue in the Admin Dashboard. Each pending verification shows the volunteer name, bank, and masked account number. Admin clicks "Send ₹1" for individual accounts, or "Send ₹1 to All Pending" for batch processing. The system initiates an NEFT / IMPS transfer from the WTCM master account with the reference code "WTCM-VERIFY-[VolunteerID]".

Transfer Executed
The ₹1 credit is processed via the payment gateway. Expected credit time: Immediate via IMPS, or within 2 hours via NEFT. The volunteer receives a bank credit alert (SMS from their bank) showing ₹1 received from WTCM.

Confirmation
Volunteer confirms receipt of ₹1 via: (a) replying to the WTCM SMS confirmation link, or (b) the admin marks it "Verified" after the transfer API confirms success. If the transfer fails (wrong IFSC, closed account, wrong number), the volunteer is notified to re-submit corrected details within 5 working days.

Account Marked Verified
The volunteer's profile is updated to "Bank Account: Verified ✓". Honorarium disbursement is now enabled for this volunteer. No further bank verification is required unless the volunteer requests a bank account change.

💰 Financial Control Note

The ₹1 verification cost per volunteer is a controlled, budgeted administrative expense. At scale (1,000,000 stewards), the total one-time verification cost is ₹10,00,000 (₹10 lakhs) — a fraction of the honorarium disbursement risk mitigation benefit. All ₹1 transactions are logged in the admin dashboard with timestamps, transfer references, and bank confirmation codes for audit purposes.

Overview of the Cap System

The Three-Cap System is the backbone of WTCM's recognition, motivation, and performance framework. Every Ward Steward begins at Purple Cap (Entry) and progresses to Green Cap (Active) and then Orange Cap (Top Performer) based on measurable community impact, tenure, project completion, mentoring, and training credentials. Each cap level unlocks higher honorarium, greater responsibilities, and national recognition.

Cap Promotion Process

Steward Self-Assessment
Steward submits a promotion request through the Ward Steward App after meeting all criteria for the next cap level. Uploads supporting evidence: project reports, photos, resident feedback forms, training certificates.

District Coordinator Review
District Coordinator (an Orange Cap steward) reviews the submission, verifies claims against app-reported data, and endorses or rejects the promotion request with written feedback within 7 days.

Admin Approval
Super Admin reviews the coordinator endorsement in the dashboard's "Cap Promotion Queue". Admin approves the promotion, updates the steward's cap level in the system, and schedules the new honorarium tier from the next disbursement cycle.
4
Notification & Recognition
Steward receives congratulatory SMS, email, and in-app notification with new digital ID reflecting updated cap level. A broadcast is sent to all district stewards announcing the promotion. Physical cap (colour-coded) and certificate are dispatched within 14 days.

Stage 1 — Registration & Application
Volunteer discovers WTCM through school, social media, ward committee, or peer referral. Completes 6-step online application. Submits all documents and bank details. Awaits admin review. Receives Application Reference Number. Bank account ₹1 verification initiated.
Duration: 1–3 days. Outcome: Application Reference Number issued.
02
Stage 2 — Training & Certification (Purple Cap)
Upon approval, steward receives login credentials and accesses the Foundation Training module on the e-learning platform. Completes modules in: Sustainability Basics, Community Leadership, Communication Skills, Technology Tools, Civic Rights & Governance, and Introduction to Ward Stewardship. Passes assessment with minimum 70% score. Earns Purple Cap designation, digital ID card, and ward assignment. Enrolled in Graduate Programme Level 1.
Duration: 2–4 weeks. Outcome: Purple Cap Steward. Honorarium begins.
03
Stage 3 — Deployment & First Action
Steward is formally deployed to their assigned ward. Receives the Ward Steward App with geo-tagged issue reporting, daily task management, community data collection tools, and seminar/event access. Conducts first ward walkthrough, files first community report, and attends first district orientation session. Connects with district coordinator for mentoring.
Duration: Week 1–4. Outcome: Active ward coverage begins.

Stage 4 — Community Action & Growth (Green Cap)
Steward runs sustained community projects across their chosen impact domains. Files monthly activity reports. Attends seminars and virtual conferences with top speakers. Completes Graduate Programme L2 modules. Mentors new Purple Cap stewards. After 3+ months of consistent activity and meeting all Green Cap criteria, submits promotion request. Upon approval, receives Green Cap with increased honorarium.
Duration: 3–6 months. Outcome: Green Cap Steward.

Stage 5 — Leadership & Scale (Orange Cap)
High-performing Green Cap stewards who have led 5+ major projects, mentored 10+ stewards, completed all Graduate Programme modules, and demonstrated measurable documented impact are promoted to Orange Cap. Orange Cap stewards become District Coordinators, present at WTCM seminars, lead district campaigns, and are first considered for paid staff positions. Eligible for the National Change Maker Award and WTCM Fellowship.
Duration: 6+ months of Green Cap. Outcome: Orange Cap — Community Leader.

Stage 06: Honorarium Disbursement Process

Monthly Activity Verification
By the 28th of each month, the Admin Dashboard auto-generates a list of active stewards eligible for honorarium based on: app activity in the month, reports submitted, sessions attended, and cap level. Inactive stewards (no activity for 30+ days) are flagged and their honorarium is held pending review.
B
Batch Payment Processing
Admin reviews and approves the disbursement batch. Payments are processed via NEFT batch transfer or UPI bulk payment on the 5th of the following month. Payment reference: "WTCM-HON-[Month]-[VolunteerID]". SMS and app notification sent to each steward upon payment.
C
Reconciliation
All transactions are logged in the dashboard with timestamps, amounts, transfer references, and bank confirmation codes. Monthly reconciliation report generated for accounts. Failed payments are retried within 3 working days; persistent failures trigger bank re-verification.

Each Ward Steward identifies the priority issues in their specific ward and focuses their efforts across one or more of the nine WTCM impact domains. All activities are logged in the Ward Steward App with date, geo-location, photos, and participant counts. The WTCM Graduate Programme in Civic Leadership is a structured, university-equivalent academic programme designed to transform Ward Stewards into certified civic leaders. Overview

WTCM regularly connects all registered stewards and volunteers with top speakers — IAS officers, environmentalists, social entrepreneurs, academics, and national leaders — through virtual conferences (VC), video seminars, panel discussions, and masterclasses. The Auto-Link System ensures that when any session is scheduled by the admin, a unique secure join link is automatically generated and broadcast to every single steward and volunteer simultaneously — across multiple communication channels.

Admin Schedules Session
Admin logs into the WTCM Admin Dashboard — navigates to "Seminars & VC" — fills the session scheduling form: Session Title, Speaker Name & Designation, Date, Time, Session Type, Platform (Google Meet / Zoom / YouTube Live / Teams / Jitsi), and session description. Selects notification channels: App Push, SMS, Email, WhatsApp, Telegram.

Unique Link Generation
Admin clicks "Generate Link & Broadcast". The system creates a unique session URL with a randomly generated secure code (e.g. meet.wtcm.in/XYZ9K2ABP). The link is stored against the session in the database, shown to the admin for confirmation, and can be copied or previewed. The link is also added to the public-facing "Upcoming Seminars" section of the WTCM website.

Instant Broadcast to All Stewards
The system immediately broadcasts a notification to ALL registered stewards and volunteers — 30,000+ recipients — across selected channels simultaneously: (a) App Push Notification with session title, speaker, date/time, and join link; (b) SMS to registered mobile numbers with short URL; (c) Email with full session details, speaker bio, join link, and calendar invite (.ics); (d) WhatsApp message (if opted in); (e) Telegram channel post (if applicable). Broadcast progress is shown in real-time on the admin dashboard.

Automated Reminders
System auto-sends reminders: 24 hours before session (email + app push), 1 hour before session (SMS + app push), and 10 minutes before session (app push only). Reminders include the join link in every message.

Session Conducted
Speaker delivers the session via the generated link. Admin can monitor attendance via platform analytics. Attendance data is fed back into the dashboard post-session — total join count, district-wise attendance, and time-on-session data where available.

Recording & Archiving
Session recording is stored in the WTCM Video Archive (cloud storage). Within 24 hours of the session, a replay link is broadcast to all stewards who could not attend live. The recording is also added to the Graduate Programme e-learning library as reference material. Stewards who watch the full recording receive session attendance credit.
📊 Broadcast Performance Tracking

After each broadcast, the Admin Dashboard shows: Total messages sent, App push delivery rate, SMS delivery rate, Email open rate, Session join count (live), Replay views (post-session). This data is used to optimise future session scheduling (best times, most engaging topics) and to identify low-engagement districts for targeted follow-up.

Admin Dashboard — Single Manager System

The entire WTCM digital operation is managed by a single Super Admin (currently C. Sekhar or designated manager) through the Admin Dashboard. All approvals, verifications, broadcasts, disbursements, and reporting flow through this one dashboard, ensuring tight control and accountability.

Single Admin Governance Model

WTCM operates on a single Super Admin model for the central digital platform, ensuring tight control, accountability, and prevention of unauthorised changes to steward data, financial records, or communications. The Super Admin is responsible for ALL digital operations across the platform.

  • Access Control: Only the Super Admin has write access to volunteer records, cap levels, bank verification, and financial disbursements.
  • Audit Trail: Every action taken in the dashboard is logged with timestamp, action type, and admin identifier for full auditability.
  • Backup Admin: A designated backup admin (with restricted read-only access except in emergencies) is established to ensure business continuity.
  • Two-Factor Authentication: Admin login requires two-factor authentication (password + OTP to registered mobile/email).

Volunteer Rights & Grievance Process

Grievance Submission
Any volunteer can raise a grievance via the Ward Steward App, by email to hello@wethemakers.org, or through their District Coordinator. Grievances can relate to: cap promotion disputes, honorarium non-receipt, harassment, unfair deactivation, or data privacy concerns.

Acknowledgement & Review
Admin acknowledges the grievance within 48 hours. A full review is conducted within 7 working days, including interviews with relevant parties and review of dashboard records and activity logs.

Resolution
Admin communicates the resolution to the volunteer in writing. If the volunteer is unsatisfied, the case is escalated to the Founder (C. Sekhar) for final decision within 14 days.

Steward Code of Conduct

All Ward Stewards are bound by the WTCM Code of Conduct, which requires:

  • Honest and accurate reporting of all community activities and outcomes
  • Respectful engagement with all community members regardless of religion, caste, gender, or socioeconomic background
  • Non-partisan stance — no political campaigning or party affiliation in the WTCM capacity
  • Maintaining confidentiality of any sensitive community or personal data encountered during stewardship
  • Not accepting gifts, money, or favours from community members or local businesses in exchange for WTCM actions
  • Immediate reporting of any safety concerns, harassment, or ethical violations to the Admin
